This meter, by itself has a circumference of 23" at its widest.  The meter and base together measure approximately 7 1/2" side to side, 13" front to back, and 13" top to bottom.

It has not been tested to see if it works but physically it is in good condition except that the plugs need to be replaced.  Also, the meter's base is very sturdy.  Please note in the photos, the base has the look appropriate to its years of use.
